(Video 7’30”) TOPIC: The Trump Administration’s policy to build the “Southern Wall.” Background: Presidential candidate Donald Trump campaigned on a promise to build a “Southern Wall” separating the U.S. and Mexico. Since being elected president, President Trump has unsuccessfully pushed Congress (led by Republicans in both House and Senate in 2017, 2018, and currently led by Democrats in the House and Republicans in the Senate since 2019) to authorize and appropriate the requested funds for the “Southern Wall.” Thus, in February of this year (2019), President Trump declared a “National Emergency” to redirect $600 million from a Treasury Dept. program, and redirect $2.5 billion from a Defense Dept. program, to allocate $3.1 billion (of the $5.7 billion the Trump Administration has requested) for the “Southern Border.” At this moment, the reallocation of funds from the “National Emergency” declaration has been halted as multiple cases in the federal courts determine the legality and constitutionality of the reallocation of funds. Purpose of this Assignment: This is a hotly debated topic. The purpose of this paper is for you to hear both sides of the issue. My goal is not to change anyone’s opinion, but to encourage you to not only understand why you feel the way you do, but to also understand why the other side feels the way they do. We don’t have to agree with those on the opposite, but we should understand where they’re coming from.
